| Abstract: | Esse trabalho teve como finalidade estudar e compreender como está se desenvolvendo as Parcerias Público-Privadas -PPPs em pequenos municípios do Estado de Minas Gerais, especificamente no repasse de recursos para o funcionamento da educação, com a gestão das metas de desempenho, a transferência do gerenciamento das atividades, a especificação de padrões, e os resultados. Foram verificadas algumas irregularidades e descumprimento da aplicação da Lei Federal nº 13.019/2014 detectadas através da análise dos processos de prestação de contas e algumas inconsistências nas ações referentes à execução financeira dos recursos em dois dos três municípios mineiros estudados. O foco do trabalho foi entender como municípios mineiros que não estavam acostumados a fundamentar suas parcerias por uma legislação específica estão se sustentando juridicamente, valorizando as Organizações da Sociedade Civil - OSCs, trabalhando a transparência na aplicação dos recursos e efetivando suas parcerias PPPs, em sentido amplo, na área de educação. A importância desse estudo na área educacional, se dá devido a quantidade e o volume de aplicação dos recursos públicos. |
| Abstract: | The purpose of this study was to study and understand how Public-Private Partnerships (PPPs) are developing in small municipalities in the State of Minas Gerais, specifically in the transfer of resources to the operation of education, management of performance targets, management of activities, specification of standards, and results. Some irregularities and noncompliance with the application of Federal Law No. 13,019 / 2014 were detected through the analysis of the accounts rendering processes and some inconsistencies in the actions regarding the financial execution of the resources in two of the three Minas Gerais municipalities studied. The focus of the work was to understand how mining municipalities that were not accustomed to base their partnerships by specific legislation are being supported legally, valuing Civil Society Organizations (CSOs), working on transparency in the application of resources and making their PPPs partnerships in a sense education. The importance of this study in the educational area is due to the quantity and the volume of application of public resources. |
