Abstract: | Por meio de fontes documentais e entrevistas, busca-se traçar uma história do Projeto Casulo, programa pré-escolar de massa, da Legião Brasileira de Assistência, contextualizado nas alterações que o órgão sofreu no período de 1977 a 1985, durante os anos da ditadura militar, sob os governos dos generais Geisel e Figueiredo. Visando atingir expressivos contingentes de crianças e famílias das periferias urbanas, o Projeto se constituiu como um modelo de prestação de serviços ditos simplificados, por meio de convênios com entidades sociais e municípios, que para se consumar propugnava a participação comunitária, o uso de espaços “ociosos”, o trabalho voluntário e sub-remunerado de mulheres do povo, o engajamento empresarial. Adotado posteriormente por municipalidades brasileiras, sugere-se que o modelo incitou a criação de creches comunitárias, no contexto de redemocratização da sociedade brasileira, configurando movimentos de luta por convênios e não pela ação direta dos poderes públicos na criação e financiamento. |
Abstract: | Through documentary sources and interviews, we seek to trace a history of Projeto Casulo, a mass pre-school program of the Brazilian Legion of Assistance, contextualized in the changes that the agency underwent from 1977 to 1985, during the years of the dictatorship military, under the governments of Generals Geisel and Figueiredo. Aiming to reach expressive contingents of children and families from the urban peripheries, the Project was constituted as a model for the provision of so-called simplified services, through agreements with social entities and municipalities, which, to consummate, advocated community participation, the use of spaces " idle people”, the voluntary and underpaid work of women of the people, business engagement. Later adopted by Brazilian municipalities, it is suggested that the model incited the creation of community day care centers, in the context of the redemocratization of Brazilian society, configuring movements of struggle for agreements and not for the direct action of public authorities in the creation and financing. |
