Comunicação legislativa na TV Senado: fundamentos e audiência da cobertura jornalística do processo legislativo na área da educação

Abstract

This thesis presents the foundations of journalistic coverage of legislative broadcasters based on the model of legislative rationality proposed by Manuel Atienza at five levels: communicative or linguistic, legal-formal, pragmatic, teleological, and ethical. To this end, the issues that permeate the Parliament scenario at these five levels were studied, as well as an analysis of the journalistic coverage of the propositions that gave rise to Law 14.191/2021 - Bilingual Education for the Deaf and Constitutional Amendment No. 119 of 2022 – minimum spending on education. To support the investigation, audience focus groups were also held. The main conclusions of this work are the fact that, despite the efforts of legislative television channels to provide publicity, transparency and decode the legislative process to citizens, defects still persist in their work in terms of language, with the use of unknown terms and acronyms, with the failure to present the legal background and the next stages of the propositions under discussion, with the inadequate positioning of the social actors impacted by the proposals, with the failure to satisfactorily clarify the normative purpose, in addition to the scant exploration of the ethical and/or social aspect of the norms in discussion. Communication without clarity and inadequate readability was seen by the audience as a purposeful tool to confuse citizens and not reveal what is happening in Parliament, at the same time that the minimum role of informing would be guaranteed by the presence of journalistic coverage on the subject.
