Abstract: Este estudo tem por objetivo desenvolver e demonstrar a tese de que cortes acentuados no investimento em infraestrutura e a sua contínua deterioração física reduzem a elasticidade do investimento agregado privado em relação a seus determinantes, tais como a taxa de juros, o crédito, a taxa de câmbio real e o investimento público. A deterioração da infraestrutura de uma economia influencia a percepção dos agentes, em particular dos empresários, de que o nível de infraestrutura e dos seus serviços relacionados é de insuficiência acentuada, podendo estimular uma convenção (crença compartilhada), a qual determinará as expectativas dos agentes, afetando o investimento privado e, também, sua sensibilidade em relação aos seus determinantes. Para elaborar esta tese, inicialmente, recupera-se a teoria Pós-Keynesiana relacionada ao investimento privado, apresentando as interações entre o investimento público em infraestrutura econômica e o investimento privado, bem como seus impactos sobre toda a economia. O modelo empírico subjacente a esta tese se apóia em duas séries de dados e amostras de países, sendo desenvolvido de acordo com o modelo do acelerador flexível, e reformulado para captar o efeito da infraestrutura e de outros fatores que afetam a acumulação de capital privado. Recorre-se à abordagem Panel Time Series para estimar a função de investimento privado que relaciona o estoque de capital privado a infraestrutura. Variáveis dummies são inseridas na estrutura de regressão para captar mudanças nas elasticidades do investimento privado em relação a seus determinantes. O primeiro exercício econométrico é realizado para o período de 1985-2013 para seis economias da América Latina (Argentina, Brasil, Chile, Colômbia, México e Peru). A série de infraestrutura é composta por: investimento público e privado em água e saneamento, em energia, telecomunicações e transportes, todos estão em relação ao PIB. Uma medida síntetica de infraestrutura retirada de principal component analysis (PCA) - composta por: comprimento total de estradas pavimentadas e comprimento da via férrea, em quilômetros, partidas aéreas registradas em todo o mundo de transportadoras registradas no país, assinaturas de telefonia fixa, capacidade de geração de eletricidade, em Gigawatt, e perdas de transmissão e distribuição de energia elétrica - é empregada em um segundo exercício para o período de 1985-2013 para oitenta e sete economias. Os testes empíricos corroboram as principais hipóteses desta tese e indicam o impacto positivo da infraestrutura sobre a formação de capital privado. Conclui-se que a contínua deterioração física do estoque de infraestrutura pode, em algumas circunstâncias, promover quedas na elasticidade do investimento privado em relação a seus determinantes, traduzindo-se em menor sensibilidade do investimento privado a choques positivos.
Abstract: This study aims to develop and demonstrate the thesis that sharp cuts in investment in infrastructure and their continued physical deterioration reduce the elasticity of aggregate private investment in relation to its determinants, such as real interest rates, credit, real exchange rates and public investment. The deterioration of an economy's infrastructure influences the agents' perceptions, in particular of entrepreneurs, that the level of infrastructure and its related services is of accentuated insufficiency, can stimulate a convention (shared belief), which will determine the expectations of the agents, affecting private investment and, also, its sensitivity to its determinants. Initially, the post-Keynesian theory related to private investment is recovered, presenting the interactions between public investment in economic infrastructure and private investment, as well as its impacts on the whole economy. The empirical model underlying this thesis is developed according to the model of the flexible accelerator, and reformulated to capture the effects of infrastructure and other factors that affect the accumulation of private capital. For this, two data series and country samples were used. The Panel Time Series approach is used to estimate the private investment function that relates private capital stock to infrastructure. Dummy variables are inserted into the regression structure to capture changes in the elasticities of private investment in relation to their determinants. The first econometric exercise is conducted for the period 1985-2013 for six Latin American economies (Argentina, Brazil, Chile, Colombia, Mexico and Peru). The series of infrastructure is composed of: public and private investment in water and sanitation, in energy, telecommunications and transport, all are in relation to GDP. A synthetic measure of infrastructure taken from principal component analysis (PCA) - composed of: total length of paved roads and length of the railway in kilometers, aerial departures registered in the world of registered carriers in the country, fixed telephone subscriptions, capacity of electricity generation, in Gigawatt, and loss of transmission and distribution of electricity - is employed in a second exercise for the period 1985-2013 to eighty-seven economies. The empirical tests corroborate the main hypotheses of this thesis and indicate the positive impact of infrastructure on private capital formation. It is concluded that the continuous physical deterioration of the infrastructure stock may promote declines in the elasticity of private investment in relation to its determinants, translating into a lower sensitivity of private investment to positive shocks.
