Políticas públicas de segurança: investimentos e índices de criminalidade violenta em Minas Gerais entre 2012 e 2018

Abstract

Violent crime has become present in the daily lives of the general population, especially because of the trauma it inflicts on victims, affecting the full enjoyment of constitutional rights. This characteristic of violence against society raises the fear of violence and the urgent need for the State to intervene with public policies that seek effective combat and criminal reduction. The present study aims to correlate investments in the public security function by the Minas Gerais government, through the bodies constitutionally responsible, with the evolution of the Violent Crimes Index - ICV throughout the state, between 2012 and 2018. This research is justified, the relevance of analyzing the effectiveness of public policies and the results of the financing of security in the state. In order to achieve the objectives, the values assigned to the public security function for the whole period were extracted from the Transparency Portal of Minas Gerais. The Integrated Center for Social Defense Information - CINDS, linked to the State Department of Public Security - SESP, is the body responsible for the analysis and accounting of crime rates in the state. Through the Pearson correlation coefficients and scatter plots, the relationship between the investment and evolution variables of the LCI was analyzed. The conclusions indicated that there is little correlation between the variables, although it is expected that the more investment, the lower the indices, which actually declined only after 2017, which the government said were good results, mainly the result of between security forces.
