Abstract: | Esta dissertação tem por objetivo comparar o processo de implementação do Programa Fica Vivo! em três locais distintos: Morro das Pedras, Cabana de Pai Tomás e Barreiro. Para isso buscou-se delinear fatores explicativos que influenciaram os produtos obtidos no processo de implementação do Programa Fica Vivo! tanto no nível central, quanto nos territórios. Assim, a hipótese que norteou o trabalho considerou que o processo de implementação local do Programa Fica Vivo! pode ser explicado pelos fatores contextuais, por fatores institucionais e pela atuação dos implementadores. Ou seja, reconheceu-se que existem fatores internos e externos à política pública que dificultam ou facilitam a sua execução e concorrem para explicar os motivos por que se chegou a determinados resultados e não a outros possíveis. Para desenvolvimento do trabalho prezou-se pela realização de pesquisa qualitativa a partir da realização de entrevistas semiestruturadas e análise documental. Os resultados obtidos apontaram que há muitas convergências e complementariedades entre os produtos da implementação analisados no âmbito local. |
Abstract: | This dissertation aims to compare the implementation process of the Fica Vivo! Program in three different locations: Morro das Pedras, Cabana de Pai Tomás and Barreiro. For this purpose we sought to delineate explanatory factors that influenced the products obtained in the implementation process of Fica Vivo! Program both at central level and in the territories. Thus, the hypothesis that guided the study considered that the local implementation process of Fica Vivo! Program can be explained by contextual factors, institutional factors and by the actions of the implementers. That is, it was recognized that there are internal and external factors to public policy that hinder or facilitate its implementation and contribute to explain the reasons why they reached certain results rather than other possibles. For the work development is prized for conducting qualitative research from the semistructured interviews and document analysis. The results showed that there are many similarities and complementarities between of the implementation products analyzed locally. |
