Resumo: | Esta tese tem como objetivo compreender como emergem as lideranças políticas digitais nas mídias sociais digitais no atual contexto de crise de representação na América Latina, marcado por protestos antissistema, queda da confiança nos partidos, rejeição às instituições e aos procedimentos da democracia representativa liberal. Partindo dos referenciais teóricos de cultura política, o pressuposto é que a crise de representação e a mudança de valores é a causa para emergência dessas lideranças, sendo as plataformas de mídias sociais um dos elementos constitutivos do fenômeno. O texto que segue, contextualiza a crise de representação e a mudança de valores no Brasil, México e Peru, as lideranças políticas emergentes e a conjuntura da comunicação política nesses três países, enquanto demonstrativos da América Latina, e estuda as lideranças políticas digitais a partir do método de estudo de caso comparado. Para isso, desenvolve uma fundamentação teórica para compreender o novo formato de lideranças políticas e contempla uma revisão sobre a crise de representação e a mudança de valores, considerando as características, os indicadores e as interpretações sobre essas alterações nesses três países, utilizando dados do Latinobarómetro e da Pesquisa Mundial de Valores. Como resultados, a tese apresenta uma narrativa que conecta os elementos da crise de representação, dos valores de cultura política e a emergência conjuntural desse novo perfil de liderança política, a liderança política digital, altamente conectada às mídias sociais digitais e sem instituições intermediárias. A partir dessas considerações, a tese discute as possíveis implicações dessas mudanças no perfil de liderança política e nos indicadores de perfis de comportamento político e do novo contexto informacional para a democracia e para a representação política. |
Abstract: | This thesis aims to understand how the digital political leaderships emerge in digital social media in the current context of the crisis of representation in Latin America, marked by anti-system protests, falling trust in the parties, rejection of the institutions and procedures of liberal representative democracy. Starting from the theoretical references of political culture, the assumption is that the crisis of representation and the change in values is the cause for the emergence of these leaders, with the social media platforms being one of the constitutive elements of the phenomenon. The chapters that follow contextualize the crisis of representation and the change in values in Brazil, Mexico and Peru, the emerging digital political leaderships and the conjuncture of political communication in these three countries, as demonstrations of Latin America, with the comparative case study method. For this, it develops a theoretical foundation to understand the new format of political leaders and contemplates a theoretical review on the crisis of representation and the change of values, including the elements, indicators and theoretical interpretations of these changes in Latin America and research about emerging political leaders by the data from Latinobarometro and World Values Survey. As a result, the thesis presents a narrative that connects the elements of the crisis of representation, the values of political culture and the conjunctural emergence of this new profile of political leadership, the digital political leader, highly connected and without intermediate institutions. Based on these considerations, the thesis discusses the possible implications of these changes in the profile of political leadership and in the indicators of profiles of political behavior of the citizen and of the new informational context for democracy and political representation. |
