Curva do Lacet: cartografia da luta por um espaço público na cidade de Juiz de Fora, Minas Gerais

Abstract

This story addresses the transfer process of Curva do Lacet Football Field located at José Gattas Bara Square, in Juiz de Fora, Minas Gerais, as well as the struggles that arose from this episode that occurred in 2008. Concomitant with the change of this soccer field, there was the inauguration of a shopping center built in front of this area. Five years after this event, the Protests of June 2013 began, a moment that allowed the rise of urban agendas promoted by the local movement + maisJF. The object of claim of this movement was the struggle for the implementation of the municipal law N°. 11235/2006, which would enable the transfer of the Curva do Lacet field and the provision of a public square for holding events and sports activities at this location. Although widely discussed and supported, this intervention has not been implemented so far, to this date. In this sense, the interest of this research is to unveil the process that did not allow the realization of this agenda in an aparently favorable context, as there was popular interest and support in the municipal and federal legislative power, including legislative amendments and the law itself -N°. 11235/2006. For this purpose, the cartographic method developed by the UFMG School of Architecture's Indisciplinar Research Group was adopted, with the aim of mapping the human and non-human actors, narratives and events involved in this process, also starting from the experience in the movement +maisJF. Throughout the cartography several actors and events emerged that pointed to the transescalarity of the process of deactivation of the Curva do Lacet field, such as: the national and international entrepreneurs that enabled the construction of a shopping center in this region, the actions of the municipal executive and legislative power and the international financialization process that permeates the management of shopping malls in Brazil.
