Abstract: Nas últimas décadas, pesquisas científicas de todo mundo comprovaram a existência da conexão entre a crueldade contra os animais e a violência interpessoal, ou seja, a ocorrência dos maus-tratos a animais não é um fator que acontece de maneira isolada na sociedade, sendo a violência contra o animal, um fator reconhecido como sinal de problemas no ambiente familiar. O objetivo deste trabalho foi descrever os maus-tratos a animais domésticos no município de Belo Horizonte e analisar a conexão existente entre as ocorrências policiais de maus-tratos a animais domésticos e a violência interpessoal. Foi realizado um estudo epidemiológico observacional através da coleta de dados a partir de quatro fontes distintas, sendo elas: Delegacia Especializada de Investigação de Crimes Contra a Fauna, Divisão Especializada de Atendimento à Mulher, ao Idoso e à Pessoa com Deficiência, Superintendência de Informações e Inteligência Policial e Juizado Especial Criminal no período de 2016 a 2020 em Belo Horizonte, Minas Gerais, Brasil. Os registros de maus-tratos a animais evidenciaram um número de crueldade maior em comparação aos registros de omissão, sendo a intoxicação intencional e as agressões os tipos mais frequentes de maus-tratos ativo. Os maus-tratos ativo, de caráter intencional geraram mais óbitos em comparação à negligência e embora o cão seja a categoria de animais mais afetada em ambos os tipos de maus-tratos apurados neste estudo, os felinos foram mais vítimas de crimes cruéis com maior chance de irem a óbito. Mulheres vítimas de violência doméstica foram mais frequentemente vítimas por seus cônjuges ou ex-cônjuges, sendo as violências do tipo psicológica, moral e física, as mais praticadas por seus agressores. Em parte dos lares onde havia animais de estimação, estes sofriam algum tipo de maus-tratos, sendo o espancamento e agressão psicológica as formas mais frequentes. As crianças e adolescentes filhos das mulheres vítimas frequentemente sofriam violência pelos agressores da mulher e estes estavam em maior risco quando havia o consumo de álcool no ambiente familiar. Através deste estudo conclui-se que é fundamental a promoção de uma reflexão crítica em relação à maneira que a sociedade se relaciona com seus animais e de que forma eles são enxergados pelas autoridades, órgãos policiais e órgãos públicos. Os cenários de violência devem ser abordados de maneira multiprofissional e multisetorial. O entendimento por parte destes atores responsáveis por atuarem no enfrentamento das violências, seja no flagrante, na vigilância ou na punição é fundamental para que os ciclos de violência sejam quebrados. Além disso é importante para que efetivamente a realidade da violência seja abordada de forma holística - pela ótica familiar, pelo histórico do agressor, pelas vítimas diretas e indiretas, crianças e animais envolvidos e pelo contexto de vulnerabilidade que podem predispor os núcleos familiares às várias formas de violência.
Abstract: In the last decades, scientific researches from all over the world have proven the existence of a connection between cruelty to animals and interpersonal violence, that is, the occurrence of animal abuse is not a factor that happens in an isolated way in society, being the violence against animals, a factor recognized as a sign of problems in the family environment. The aim of this study was to describe the animal abuse in the city of Belo Horizonte and to analyze the existing connection between police occurrences of mistreatment of domestic animals and interpersonal violence. An observational epidemiological study was carried out through the collection of data from four different sources, namely: Specialized Police Station for the Investigation of Crimes Against Fauna, Specialized Division for Assistance to Women, the Elderly and Persons with Disabilities, Superintendence of Information and Police Intelligence and Special Criminal Court from 2016 to 2020 in Belo Horizonte, Minas Gerais, Brazil. Records of mistreatment of animals showed a greater number of cruelty compared to records of omission, with intentional intoxication and aggression being the most frequent types of mistreatment active. Active maltreatment generated more deaths compared to neglect, and although the dog is the category of animals most affected in both types of mistreatment found in this study, felines were more victims of cruel crimes with a greater chance to die. Women who were victims of domestic violence were more frequently victims by their spouses or ex-spouses, with psychological, moral and physical violence being the most practiced by their aggressors. In part of the homes where there were pets, they suffered some kind of animal abuse, with beating and psychological aggression being the most frequent forms. The children and adolescents of the women who were victims of violence often suffered violence from the woman's aggressors and they were at greater risk when alcohol was consumed in the family environment. Through this study it is concluded that it is essential to promote a critical reflection in relation to the way that society relates to its animals and how they are seen by the authorities, police and public bodies. Violence scenarios must be approached in a multiprofessional and multisectoral manner. The understanding on the part of these actors responsible for dealing with violence, whether in the act, in surveillance or in punishment is fundamental for the cycles of violence to be broken. In addition, it is important for the reality of violence to be approached holistically - from the family's perspective, from the aggressor's history, from the direct and indirect victims, children and animals involved and from the context of vulnerability that can predispose family ambit to various forms of violence.
