| Abstract: | O presente trabalho teve como objetivo proporcionar elementos para entender a dinâmica de contribuição da Política de Inovação das Instituições Científicas, Tecnológicas e de Inovação (ICT) e dos seus respectivos ecossistemas de empreendedorismo e inovação para a contratação dessas instituições pelo Estado no âmbito das encomendas tecnológicas. As encomendas tecnológicas são caracterizadas pelo risco tecnológico e são um importante meio para o Estado alcançar o desenvolvimento de soluções tecnológicas e por meio delas a disponibilização para a sociedade de novos produtos, bens e serviços, podendo viabilizar a solução de problemas sociais por meio da tecnologia e da inovação. Para a plena operacionalização do referido instituto no Sistema Nacional de Inovação (SNI) brasileiro, caracterizado pela concentração das atividades científicas e tecnológicas nas ICT e em que as empresas têm pouca vocação inovativa, a interação entre as ICT e as empresas em um regime de conjugação de competências para as encomendas tecnológicas se revela essencial, questão esta que é central para a presente pesquisa. Para alcançar o objetivo geral do trabalho, foram realizadas entrevistas com dois pesquisadores brasileiros em matéria de encomendas tecnológicas e foram selecionados dois casos para estudo. Também foi realizado um levantamento sobre o tratamento dado às encomendas tecnológicas nas políticas de inovação das ICT no Brasil, a partir da coleta de dados de trinta e seis ICT brasileiras. Após a coleta dos dados e a análise dos resultados, não se obteve elementos suficientes para afirmar haver uma relação direta das políticas de inovação das ICT com a contratação das instituições estudadas para as encomendas tecnológicas. Os resultados obtidos trazem evidências da influência da infraestrutura e das competências de pesquisa e desenvolvimento tecnológico para a contratação das ICT nas encomendas tecnológicas. Sobre a interação entre as ICT e as empresas, os achados da presente pesquisa são um indicativo de que a conjugação de competências entre esses agentes é fundamental para potencializar as encomendas tecnológicas no contexto do SNI brasileiro. A partir dos resultados e da discussão das proposições que nortearam a presente pesquisa, foi possível delinear um conjunto de orientações para contribuir para as normas e as práticas das ICT em matéria de encomendas tecnológicas e catalisar a contratação e a atuação dessas instituições nas ETEC. As referidas orientações compreendem os seguintes eixos: normativo; de ecossistema de empreendedorismo e inovação; de gestão e de capacitação de pessoal. |
| Abstract: | This work aimed at providing elements to understand the influence of the Innovation Policies of Scientific, Technological and Innovation Institutions (ICT) and their respective ecosystems of entrepreneurship and innovation in the consolidation of contracts between these institutions and the State for innovation procurement. Hired innovation development through technological order contracts is characterized by technological risk and is an important mean for the State to achieve the development of technological solutions. Through them, the society may acquire new products, goods, and services, contributing to the diffusion of technology and the creation of new markets, in addition to enabling to solve social problems through technology. For the full operationalization of this procedure in the Brazilian National Innovation System (SNI), characterized by the concentration of scientific and technological activities in ICT with little innovative contribution of companies, the interaction between ICT and companies combining skills for ETEC may be essential, as discussed in this research. To achieve the aim of this work, interviews were conducted with two Brazilian references in terms of ETEC, and two cases were selected for the study. A survey was also carried out on the treatment given to ETEC in the Innovation Policies of ICT in Brazil, based on data from thirty-six Brazilian ICT. After collecting the data and analyzing the results, enough elements were not found to prove the direct relationship between the Innovation Policies of the ICT and the hiring of the institutions studied for the technological orders contracts. The results obtained provide evidence of the influence of the infrastructure of research and technological development for hiring ICT in ETEC. Regarding the interaction between ICT and companies, the findings of this research indicate that the set of skills between these agents is essential to potentiate ETEC in the context of the Brazilian SNI. From the results and the discussion of the propositions that guided this research, it was possible to outline a set of guidelines to contribute to the norms and practices of ICT in terms of ETEC and catalyze the hiring and performance of these institutions in ETEC. These guidelines comprise the following axes: normative; entrepreneurship and innovation ecosystem; management and professional skills. |
