| Abstract: | O objetivo do presente artigo consiste em analisar a necessidade do controle social em face da gestão estatal irresponsável. Propostas de reformas políticas surgem diariamente prometendo uma maior responsabilidade dos agentes estatais, mas pouco se fala sobre o fortalecimento do controle social independente. O trabalho aborda a construção da cidadania por meio dos direitos humanos, a ideia de controle social, accountability e transparência e ainda a necessidade de uma reforma política. A metodologia adotada foi composta pelo método de abordagem dialético comparativo, uma vez que se buscou uma conclusão a partir do debate entre diversas posições teóricas, e pelo procedimento da pesquisa bibliográfica, apresentando-se autores selecionados conforme a temática proposta. Como conclusão o presente artigo apontou o controle social como o único mecanismo capaz de afrontar governantes descompromissados com a população. |
| Abstract: | The purpose of this article is to analyze the need for social control in face of the irresponsible management of the State. Proposals for political reforms appear daily promising a larger state responsibility, but little is said about strengthening independent social control. This paper addresses the construction of citizenship through human rights, the idea of social control, accountability and transparency and also the need for political reform. The methodology adopted was composed by the method of comparative dialectical approach, considering that the conclusion was sought from the debate between several theoretical positions, and by the procedure of the bibliographic research, presenting selected authors according to the proposed theme. As a conclusion this paper pointed out the social control as the only mechanism capable of confronting rulers with no commitment to the population. |
