Abstract: Esta pesquisa tem como objetivo propor uma solução ao problema da justificação da resistência ao governo segundo o pensamento político de David Hume. Para isso, a tese se inicia com a análise da resistência ao governo para Hume - que, em poucas palavras, consiste na cessação da obediência civil - e do problema a respeito de sua justificação, seguida do exame das soluções propostas pela literatura interpretativa sobre o pensamento de Hume. Feito isso, a tese apresenta uma solução alternativa a este problema, que envolve o princípio do costume e o conceito de interesse comum, abordados, desde a primeira obra do autor - o Tratado da natureza humana - até os Ensaios políticos e a História da Inglaterra. Por fim, para evidenciar a validade da proposta, é realizado um estudo de casos de resistência ao governo descritos por Hume na História da Inglaterra, em que se constata a atuação do costume e do interesse comum como elementos decisivos nos diagnósticos e avaliações do autor a respeito da justificação ou não de cada caso de resistência ao governo. Ao longo deste trabalho, será possível observar, ao menos no que diz respeito a esta questão, uma continuidade entre as obras do autor, já que os princípios e estrutura da filosofia (política) de Hume, atuantes já no Tratado, estão implicitamente presentes nos Ensaios políticos e na História da Inglaterra.
Abstract: This research aims to offer a solution to the problem of justification of resistance to government as exposed by David Hume’s political thought. It starts by investigating Hume's concept of resistance to government - which can be basically understood as the cessation of civil obedience - and the problem about its justification, followed by the exam of the solutions offered by the interpretative literature on Hume. After that, the thesis proposes to solve this problem by means of Hume’s principle of custom, allied to the notion of common interest, which are explored by the author since his first work - The Treatise of Human Nature - and also in the Political Essays and in The History of England. Lastly, a study of cases of resistance to government as described by Hume in the History of England is carried out in order to evince the validity of the solution, in which the principle of custom and the common interest are decisive elements for Hume's diagnosis and assesments about the justification or non-justification of cases of resistance to the government. It will be possible to conclude that there is a continuity between the author's works on regard to this question, since the principles and structure of Hume's (political) philosophy of the Treatise are implicitly present in the Political Essays and in the History of England.
