As relações de poder em uma abordagem modular da organização do discurso: um estudo contrastivo de cartilhas de agências reguladoras do estado

Abstract

Based on the Modular Approach to Discourse Analysis, this paper studied two guidelines of state regulatory agencies, ANAC and ANATEL. With this study, it was possible to show that these guidelines are instruments that reinforce the relations of power between the government and different segments of the population. To achieve this goal, we performed a comparative study of the textual articulation in the two guidelines. The study revealed that an agency, when interacting with a segment of the population through a guideline, expresses an image of that segment. The agency also expresses the vertical nature of the hierarchical relations between the agency and the readers.
