Abstract: A presente Dissertação discute o tema geral do neoconservadorismo e das políticas antigênero no Brasil, com o foco na questão do aborto. O objetivo geral é identificar se e como o movimento atual do neoconservadorismo interferiu no agendamento sobre a legalização do aborto no Brasil, construindo uma narrativa multicentrada para a questão posta, mobilizando os campos discursivos críticos da Teoria Política Feminista e de outras abordagens críticas, no período iniciado na década de 1980, com o fim dos regimes militares e início dos processos de redemocratização, até o ano de 2020. Tomado o debate sobre o aborto, então, os objetivos específicos são: analisar as relações entre às dinâmicas do neoconservadorismo e dos movimentos antigênero na América Latina, através das especificidades do caso brasileiro; explicar a atuação dos movimentos feministas e dos movimentos antigênero em relação à temática entre 1980 e 2020; compreender como se deu a articulação da agenda antigênero, especificamente em relação à criminalização do aborto no âmbito Legislativo para o período estabelecido. Dessa forma, as hipóteses dessa Dissertação são as seguintes: (1) com a ampliação dos movimentos neoconservadores na América Latina se estabelece novo enquadramento de maior conservadorismo sobre a temática no debate público em relação à legalização do aborto no Brasi; (2) diante de um contexto de transformações políticas, morais e sociais, o agendamento político sobre a legalização do aborto retrocede no país. Trata-se de pesquisa exploratória e qualitativa, com abordagem de estudo de caso único, em que o fenômeno do neoconservadorismo e das políticas antigênero, bem como a atuação de movimentos feministas e movimentos antigênero, serão estudados a partir do Brasil, em relação ao agendamento no Legislativo sobre o aborto.
Abstract: This dissertation discusses the general theme of neoconservatism and anti-gender policies in Brazil, with a focus on the issue of abortion. The general objective is to identify if and how the current movement of neoconservatism has interfered in the agenda on the legalization of abortion in Brazil. This work builds a multicentered narrative for the posed question, mobilizing the critical discursive fields of Feminist Political Theory and other critical approaches, in the period started in the 1980s, with the end of the military regimes and the beginning of the redemocratization processes, until 2020. Considering the abortion debate, the specific objectives are: to analyze the relationships between the dynamics of neoconservatism and the movements anti-gender in Latin America, through the specificities of the Brazilian case; explain the role of feminist and anti-gender movements in relation to the theme between 1980 and 2020; understand how the articulation of the anti-gender agenda took place, specifically in relation to the criminalization of abortion in the Legislative scope for the established period. Thus, the hypotheses of this Dissertation are presented as followed: (1) with the expansion of neoconservative movements in Latin America, a new framework of increasing conservatism on the subject is established in the public debate regarding the legalization of abortion in Brazil; (2) facing a context of political, moral and social transformations, the political agenda on the legalization of abortion recedes in the country. This is an exploratory and qualitative research, with a single case study approach, in which the phenomenon of neoconservatism and anti-gender policies, as well as the performance of feminist and anti-gender movements, will be studied considering the abortion agenda in the Brazilian legislative system.
