Abstract: | O tema da governança de terras emerge no cenário internacional com o desafio de lidar com as múltiplas pressões concorrentes em torno do uso da terra, buscando equilibrar crescimento econômico e justiça social. O Brasil foi um dos países que compreendeu a sua importância e assumiu o desafio de torná-la realidade. Uma das formas adotadas pelo governo para pautar o tema foi por meio de parcerias com os estados, que são os responsáveis pela gestão das terras devolutas. Entre as parceiras está o convênio celebrado entre a União e o estado de Minas Gerais, no ano de 2015, que visa à implementação do Programa de Cadastro de Terras e Regularização Fundiária no então Território da Cidadania Alto Rio Pardo (PCTRF-ARP). O Alto Rio Pardo concentra o maior remanescente de terras públicas devolutas do Estado, oriundo de uma ação discriminatória da década de 1980, ainda inconclusa. Este trabalho está inserido nesse contexto, cujo objetivo foi analisar o PCTRF-ARP, no município de Rio Pardo de Minas, à luz da governança de terras. Para compreender a complexidade fundiária do território e do município adotou-se uma pesquisa qualitativa e quantitativa de caráter exploratório, partindo de uma abordagem histórica com ênfase na ocupação e povoamento do território; no marco legal e institucional do estado de Minas Gerais; nos programas públicos fundiários; nas comunidades tradicionais e nos impulsos de ocupação recentes do município. Historicamente, a pesquisa revela que vários fatores contribuíram para a consolidação do quadro de débil governança de terras no Alto Rio Pardo. Entre eles, estão as intervenções estatais. O PCTRF-ARP apresenta-se como uma oportunidade para iniciar o processo de transição de uma débil, para uma boa governança de terras. Apesar dos avanços do programa, ainda são muitos os desafios para alcançar uma governança responsável da terra no território. |
Abstract: | The theme of land governance emerges on the international scene with the challenge of dealing with the multiple competing pressures around land use, seeking to balance economic growth and social justice. Brazil was one of the countries that understood its importance and took on the challenge of making it a reality. One of the ways adopted by the government to guide the theme was through partnerships with the states, which are responsible for the management of the developable lands. Among the partners is the agreement signed between the Union and the state of Minas Gerais, in 2015, which aims to implement the Land Registration and Land Regularization Program in the then Territory of The Upper Rio Pardo Citizenship (PCTRF-ARP). The Upper Pardo River concentrates the largest remaining developable public land of the State, arising from a discriminatory action of the 1980s, still inconclusive. This work is inserted in this context, whose objective was to analyze the PCTRF-ARP, in the municipality of Rio Pardo de Minas, in the light of land governance. To understand the land complexity of the territory and the municipality, a qualitative and quantitative research of exploratory character was adopted, starting from a historical approach with emphasis on the occupation and settlement of the territory; in the legal and institutional framework of the state of Minas Gerais; in public land programmes; traditional communities and recent occupation impulses of the municipality. Historically, the research reveals that several factors have contributed to the consolidation of the framework of weak land governance in the Upper Pardo River. Among them are state interventions. The PCTRF-ARP presents itself as an opportunity to begin the process of transition from a weak to a good governance of land. Despite the program's advances, there are still many challenges to achieve responsible land governance in the territory. |
