Um estudo sobre a avaliabilidade do programa + vida - política de redução de danos em álcool, fumo e outras drogas

Abstract

The objective of the study checked the avaliabilidade of the Programa + Vida – Politics of , Harm Reduction in Alcohol, Smoke and Other Drugs. Created in 2003, like strategy of the public politics of integral attention to the users of alcohol, smoke and other drugs in no Sistema Único de Saúde – SUS, in the Local authority of Reef, this program is based on the paradigm of the Harm Reduction, which visa to reduce the damages caused by the abuse of lawful and illicit drugs, rescuing the user in his auto-regulating paper, without the immediate preconization of the abstinence and stimulating it to the social mobilization. The used method consisted of the analysis of official documents of the management, aiming for the apprehension of the presuppositions of the program, which problem it was claiming to be resolved, the coherence between the problem and the objectives of the program, as well as of aspects of the program to be valued. Interviews were carried out with key informants to know the program in practice of the wrapped actors. The program was described and his operational systematized in the logical model, which was subjected to a committee of specialists for appreciation of his internal coherence and consensus of the possible interested ones in the evaluation of the program and his results. From the logical model a womb was built of criteria and indicators with definition of the fountains of checking of the relevant informations. This process made possible the analysis of how quite definite and evaluation is the model of the Programa + Vida, as well as the identification of the interests of the wrapped ones in the evaluation and in the probable uses of the results.
