| Abstract: | Mecanismos legais e institucionais de controle social, os Conselhos são espaços democráticos de decisão e participação social na construção de políticas públicas de forma deliberativa desde a criação do SUS em 1988. Neste trabalho é realizada a análise de como ocorre a participação da população do município de Couto de Magalhães de Minas no Conselho Municipal de Saúde. Para a análise foi realizada a revisão bibliográfica sobre as políticas de saúde. A opção metodológica foi pelo estudo de caso, com o uso da observação participante sobre a atuação do Conselho. Para isso é feita a contextualização da cidade, que é um município de pequeno porte do estado de Minas Gerais, assim como do histórico do controle social, do funcionamento do conselho e a análise da documentação pertinente visando analisar a efetividade da participação social. Os dados obtidos mostraram a necessidade de reestruturação do conselho municipal objetivando a garantia da execução do controle social. Entretanto, a sociedade civil ainda não tem ciência da importância de sua participação na elaboração das políticas publicas e não ocupa, de forma efetiva, estes espaços de participação. Durante a pesquisa e intervenção foram observadas alterações no funcionamento do órgão. |
| Abstract: | Legal and institutional mechanisms of social control, the Councils are democratic spaces of decision and social participation in the construction of public policies in a deliberative way since the creation of the SUS in 1988. This work analyzes how the participation of the population of the municipality of Couto de Magalhães de Minas at the Municipal Health Council. For the analysis, a bibliographic review on health policies was carried out. The methodological option was the case study, with the use of participant observation on the performance of the Council. For this, the city is contextualized, which is a small municipality in the state of Minas Gerais, as well as the history of social control, the functioning of the council and the analysis of the relevant documentation in order to analyze the effectiveness of social participation. The data obtained showed the need to restructure the municipal council in order to guarantee the execution of social control. However, civil society is still not aware of the importance of its participation in the elaboration of public policies and does not effectively occupy these spaces of participation. During the research and intervention, alterations in the functioning of the organ were observed. |
