Abstract: | Pela importância atribuída a serviços públicos, melhorias têm sido buscadas em representação do conhecimento no domínio do Governo Eletrônico (eGov). Iniciativas acadêmicas e governamentais buscam consenso sobre processos e entidades básicas que compõem uma instituição de governo. A abordagem via ontologias permite definir, de forma fundamentada, entidades em domínios do conhecimento. Ontologias são adotadas em todo o mundo, em duas conotações: a ontologia como disciplina reúne práticas filosóficas discutidas ao longo de 2.000 anos em metafísica; ontologia como artefato estuda artefatos de representação que herdam práticas da Biblioteconomia, com a diferença que, uma vez que orientadas à computadores, não se prestam a registrar aspectos sociais, culturais e históricos. Para entender a fundamentação teórica que envolve ontologias e eGov, planejou-se e realizou-se uma Revisão Sistemática de Literatura (RSL) como parte de pesquisa em andamento. O objetivo do presente artigo é retratar tal RSL, revelando o estado da arte sobre ontologias para eGov no desenvolvimento de artefatos de representação ontológicos. Foram identificados centenas de trabalhos, dentre os quais uma parcela foi separa por critérios e analisada. Concluiu-se sobre a existência de um número razoável de modelos ontológicos de eGov, os quais foram identificados e listados para fins de reuso, além da necessidade de iniciativas nacionais no mesmo sentido. |
Abstract: | According to the importance assigned to public services, improvements have been sought in knowledge representation in the domain of Electronic Government (eGov). Academic and governmental initiatives seek consensus on processes and entities that compound a government institution. The approach through ontologies allows us to define, in a well-grounded fashion, entities in domains of knowledge. Ontologies are adopted worldwide and appear in two connotations: ontology as a discipline brings together philosophical practices discussed over 2,000 years in Metaphysics; ontology as an artifact studies representation artifacts inherited from Librarianship practices, with the difference that, since ontologies are computer-oriented, they are not suitable for encompassing social, cultural and historical aspects. To understand the theoretical foundation that involves ontologies and eGov, a Systematic Literature Review (SLR) was planned and performed as part of ongoing research. The purpose of this article is to portray such an SRL, revealing state of the art on ontologies for eGov in the development of ontological representation artifacts. Hundreds of works were identified, among which a portion was separated by criteria and analyzed. We concluded that there is a reasonable number of eGov ontological models, which have been identified and listed for reuse, in addition to the need for national initiatives in the same direction. |
