Índice de gestão descentralizada do Bolsa Família : análise dos recursos financeiros transferidos para os municípios da região metropolitana de Belo Horizonte entre 2015 e 2018

Abstract

This thesis analyzed the results of the Decentralized Management Index of the Unique Registry and Bolsa Família Program (IGD-PBF) and the financial transfers calculated based on this indicator and transferred to the municipal administrations of the 34 municipalities that compose the Belo Horizonte metropolitan region (RMBH) between 2015 to 2018. The hypothesis defended in this study was that municipalities that execute more resources transferred based on the IGD-PBF achieve higher results of this indicator. To develop this analysis it was decided to use quantitative and qualitative research approach and to build the theoretical framework, it was made a descriptive research, with bibliographical and documentary research techniques. After analyzing the data it was possible to better understand the different levels of development of the Bolsa Família Program Management in the municipalities of RMBH and identify municipal managements that stood out in the use of resources transferred based on the IGD-PBF, however, it was not possible to affirm the existence of the relationship between greater financial execution of these resources and the achievement of higher values of IGD-PBF. It is necessary to add to the research, data related to the quality of spending of these resources.
