| Abstract: | Neste trabalho, realizamos uma retrospectiva sobre a implementação da descentralização do tipo municipalização em Moçambique. Discorremos inicialmente sobre os seus antecedentes e destacamos a configuração e caráter do Estado nacional depois da independência em 1975. Buscamos reconstituir a trajetória dos eventos políticos e identificamos as conjunturas críticas que tiveram papel relevante nas escolhas e decisões político-administrativas dos atores relativamente ao estabelecimento dos municípios, a seguir à democratização em 1990. Baseados em uma perspectiva teórica histórica, descortinamos os efeitos do modelo centralizador e seu legado na conformação do desenho institucional da política de descentralização adotada no país a partir de 1996. Por fim, apresentamos os desdobramentos recentes do processo de municipalização e destacamos existir no contexto em análise, a tendência de as regras introduzidas reproduzirem limitações no processo das políticas públicas e reforçarem as fragilidades estruturais da gestão pública local que podem comprometer o exercício efetivo da autonomia dos municípios. |
| Abstract: | In this paper, we present a retrospective of municipal decentralization in Mozambique. We first discussed the background of the national state after independence in 1975. We sought to reconstitute the trajectory of political events and identified the critical conjunctures that played a relevant role in the political-administrative choices and decisions of the actors regarding the establishment of Municipalities after democratization in 1990. Based on historical perspective we look to the effects of the centralizing model and its legacy in shaping the institutional design of the decentralization policy adopted in the country after 1996 are summarized. Finally, we present the recent developments in the municipalization process, and stand out in the context under analysis, the tendency of the rules introduced to reproduce limitations in the local public policy process and to reinforce the structural fragilities of the public management that can jeopardize the effective exercise of the autonomy of the municipalities. |
