| Abstract: | O objetivo deste trabalho é analisar o financiamento público à inovação quanto à sua distribuição regional a partir de duas fontes de informação: a Pesquisa de Inovação (Pintec) de 2001 a 2011; e os dados da Financiadora de Estudos e Projetos (Finep) e do Banco Nacional de Desenvolvimento Econômico e Social (BNDES), para o período de 2005 a 2014. Para avaliar a concentração regional do financiamento à inovação, foram construídos três indicadores, tomando como base a quantidade de empresas beneficiadas (ICFq) e os valores apoiados (ICFv e ICFa). Observou-se que o apoio do governo à inovação manteve sua concentração na região Sudeste, especialmente quanto aos valores desse apoio. Por sua vez, as regiões Norte e Nordeste receberam financiamento por empresa inovadora menor que a média nacional. As evidências, portanto, apontam que o apoio do governo à inovação na última década não contribuiu para reverter a clara concentração regional. |
| Abstract: | The aim of this study is to analyze the public funding for innovation considering its regional distribution. Two sources of information were used: the innovation survey (PINTEC), from 2001 to 2011, and data from FINEP and BNDES, for the period 2005-2014. To evaluate the regional concentration of innovation funding, three indicators were built, based on the amount of beneficiary companies (ICFq) and the supported values (ICFv and ICFa). It was noted that the government support for innovation maintained its concentration in the Southeast, especially about the values of this support. In turn, the North and Northeast regions received less funding by innovative firm than the national average. The evidence, therefore, point out that government support for innovation in the last decade has not contributed to reverse the evident regional concentration. |
