| Abstract: | O artigo analisa o Salário-Educação, fonte adicional de financiamento da educação básica pública, em três dimensões: a distribuição dos recursos entre os entes da federação, o planejamento e o processo de gasto público das quotas municipais. A pesquisa contou com a abordagem quantitativa e qualitativa, bem como pesquisa empírica em uma amostra de seis municípios do estado de Mato Grosso. Na pesquisa empírica os dados confirmam a tese do irrealismo orçamentário com a consequente invisibilidade do Salário-Educação nas peças orçamentárias. Quanto ao processo de gasto público observa-se um padrão de gasto que caracteriza a realização das despesas mais imediatas de custeio da atividade educacional nas redes municipais. |
| Abstract: | The article analyzes the Education Salary, an additional source of funding for public basic education, in three dimensions: the distribution of resources among federation entities, the planning and the process of public spending of municipal quotas. The research had the quantitative and qualitative approach, as well as empirical research in a sample of six municipalities of the state of Mato Grosso. In the empirical research the data confirm the thesis of budgetary unrealism with the consequent invisibility of Education Salary in the budget pieces. As for the process of public spending, there is a pattern of spending that characterizes the most immediate expenditure on educational activity in municipal networks. |
