| Title: | The long goodbye: US ILO and rising powers |

| Abstract: | This work applies Giovanni Arrighi’s hegemonic cycles and makes the possible links with Rising Powers and, ultimately, concluding about the effects on the present International Liberal Order (ILO).The basic hypothesis is that the world is experiencing a period of systemic chaos (according to Arrighi’s theoretical framework) but with many anomalies compared to previous analog events. Despite neoliberal globalization having a direct positive effect on Rising Powers political prominence in the last decades, it also reinforced economic inequalities and divides between the developed countries of the Centre under the U.S. hegemony and the Rising Powers as developing countries of the Periphery in the ILO. |
| Abstract: | Este trabalho aplica os ciclos hegemônicos de Giovanni Arrighi e faz as possíveis ligações com as Potências Ascendentes e, em última análise, conclui sobre os efeitos na atual Ordem Liberal Internacional (OIT). A hipótese básica é que o mundo vive um período de caos sistêmico (de acordo com Quadro teórico de Arrighi), mas com muitas anomalias em comparação com eventos analógicos anteriores. A globalização neoliberal, tendo um efeito positivo directo na proeminência política das Potências em Ascensão nas últimas décadas, também reforçou as desigualdades económicas e as divisões entre os países desenvolvidos do Centro sob a hegemonia dos EUA e as Potências em Ascensão como países em desenvolvimento da Periferia, apesar da OIT. |
