Planejamento regional em cidades gêmeas

Abstract

Externality problems are hallmarks of territorial planning in twin cities, that is, the supply of certain products / services by a public agent must take into account the production or consumption of another agent. According to traditional microeconomics, in the impossibility of establishing private property as a social institution, then a possible solution would be to create a legal system to ensure compliance with certain rules. The problem is that in these territories of international urban conurbation this definition of a common set of rules may be difficult or even impossible to establish, so that the problem of the common good can easily arise. In this context, the objective of this work is to show that the proximity imposed geographically to these municipalities establishes a political and institutional dichotomy in the management of territorial dynamics under different dimensions (social, economic, cultural, among others). Throughout the article, it can be concluded that the imaginary line of an international frontier may limit the performance of national States and jurisdictional powers, but it does not apply to transnational processes and flows of persons, services and products. Thus shared problems and opportunities in the territory become common to both countries and the economic growth of these regions goes through creative solutions that can extrapolate the recommendations of conventional economic theory.
