dc.description.abstract | The article analyses the context and the political strategies for the approval of the 2017 Brazilian Labor Reform. The general hypothesis is that the strategies for the reform’s approval are strongly conditioned by the context. Specifically, three secondary hypotheses are proposed: i) left-wing governments act as veto players; ii) economic and political crisis favor flexibility bills; iii) the approval has a higher political cost in a context of high public pressure. In the Brazilian context, the rise of conservative and liberal guidelines legitimated the reform, softening the negative impact of public opinion. This element was boosted by the political crisis scenario and the fight against corruption narrative, which was linked mainly to the Workers’ Party and to labor-friendly ideas. | pt_BR |
dc.description.resumo | O artigo analisa o contexto e as estratégias políticas para aprovação da Reforma Trabalhista de 2017. A hipótese geral é que as estratégias para aprovação da reforma são fortemente condicionadas pelo contexto. Especificamente, são propostas três hipóteses secundárias: i) governos de esquerda participam como atores de veto no processo; ii) crises econômica e política favorecem flexibilização; e iii) a aprovação tem custo político mais elevado no contexto de pressão popular. No cenário brasileiro, a ascensão de pautas conservadoras e liberais facilitou a legitimação da reforma suavizando o impacto negativo da opinião pública, elemento impulsionado pelo cenário de crise política e pela narrativa de combate à corrupção, atrelada sobretudo ao Partido dos Trabalhadores (PT) e a pautas favoráveis ao trabalhismo. | pt_BR |
