| Abstract: | Este estudo fornece uma análise dos resultados obtidos após a implementação do Pagamento por Serviço Ambiental Urbano (PSAU), instituído no estado de Minas Gerais, denominado Bolsa Reciclagem, sobre o mercado da reciclagem do vidro operado pelos catadores de materiais recicláveis que atuam em Minas Gerais. A análise teve como objetivo avaliar os efeitos desse instrumento sobre o aumento da quantidade de resíduos reintroduzidos na cadeia produtiva e sobre a inserção social dos catadores de materiais recicláveis. As análises empregadas permitiram concluir que o Bolsa Reciclagem atendeu aos objetivos fundamentais de um PSAU, estando comprovado um duplo benefício social e econômico relacionado à inserção social de catadores de materiais recicláveis na execução da política pública de gestão de resíduos sólidos, por induzir um aumento na comercialização do vidro com baixo valor de mercado. Verificou-se ainda que o instrumento Bolsa Reciclagem atuou como um importante lastro para os momentos de elevada flutuação dos preços de mercado, assegurando a prestação desse serviço ambiental e as externalidades positivas associadas à reciclagem do vidro |
| Abstract: | This study presents an analysis of the results of the implementation of a Payment for Urban Environmental Services (Pagamento por Serviço Ambiental Urbano – PSAU), in the state of Minas Gerais, Brazil, called ‘Recycling Exchange’ on the glass recycling Market operated by recycled waste pickers in Minas Gerais. The aim was to evaluate the effects of this instrument on the amount of waste reintroduced in the production chain and the social inclusion of waste pickers. It was established that the ‘Recycling Exchange’ met the fundamental objectives of a PSAU: the double social and economic benefit of the social inclusion of waste pickers in the execution of the public policy for solid waste management, by inducing an increase in the sale of glass that has a low market value and continuity of the activity of selling recyclables in times of high fluctuation in prices. The instrument ensured the provision of this environmental service and the positive externalities associated with glass recycling. |
