dc.description.abstract | This study aimed to analyze the resistance factors to change the Management Information System - MIS, in an organization of the Brazilian judiciary, describing how the actions of the actors can inhibit the institutionalization of management control practic es. We use the case study method, with the framework of Burns and Scapens (2000) to understand the process in which the rules become habits and routines and are institutionalized. Huy’s framework (2001) were used to explain how the ideal types of planned change to analyzing can explain resistance factors. The cut chosen for analysis was the IT structures and processes recommended by law and supported by the literature in the field. We conducted interviews, document analysis and field notes for the collection and discourse analysis elements - DA for data analysis. The results indicate that the structures and processes IT should form the MIS of organization are not fully institutionalized, although the coercive pressure to change. Thus, we observe a purely cer emonial use of various processes of MIS and concluded that if senior management does not exercise its coordinating role and support the process of change and if there is no proper training of servers, hardly the rules become will habits and patterns, or th ey will be institutionalized. The study contributes to the field to describe how failures in planning the change and /or the lack of interest of senior management, coupled with the lack of training of staff inhibits the institutionalization of new rules, even when these are established coercively | pt_BR |
dc.description.resumo | A presente pesquisa teve por objetivo analisar os fatores de resistência à mudança do Sistema de Informações Gerenciais – SIG, em uma organização do poder judiciário brasileiro, descrevendo como as ações dos atores podem inibir a institucionalização de práticas de controle gerencial. Utilizamos o método do estudo de caso, com o framework de Burns e Scapens (2000) para compreender o processo em que as regras viram hábitos e rotinas e são institucionalizadas e o framework de Huy (2001), de tipos ideais de mudança planejada, para analisar os fatores de resistência encontrados. O recorte escolhido para análise foi o das estruturas e processos de TI recomendados pela legislação em vigor e sustentadas pela literatura no campo. Realizamos entrevistas, análise documental e anotações de campo para a coleta e elementos da análise do discurso – AD para a análise dos dados. Os resultados indicam que as estruturas e processos de TI que deveriam compor o SIG da organização não estão totalmente institucionalizados, apesar da pressão coercitiva para a mudança. Dessa forma, observamos um uso meramente cerimonial de vários processos do SIG e concluímos que, se alta administração não exercer seu papel de coordenação e apoio ao processo de mudança e se não houver uma adequada capacitação dos servidores, dificilmente as regras tornar-se-ão hábitos e rotinas, ou seja, serão institucionalizadas. O trabalho contribui para o campo ao descrever como falhas no planejamento da mudança e/ou o desinteresse da alta administração, associado à falta de capacitação dos funcionários inibe a institucionalização de novas regras, mesmo quando essas são estabelecidas de forma coercitiva. | pt_BR |
