Design de sistema para transformar e gerir unidades judiciárias microrregionais especializadas 100% digitais no Estado de Minas Gerais

Abstract

Facing the Covid-19 pandemic boosted the digital transformation of the Judiciary and the adoption of innovative initiatives in the Minas Gerais Judiciary, such as the 100% Digital Judgment, Virtual Balcony, Justice Centers 4.0 and the Justice 4.0 Program. Based on the investigation of the decrease in the procedural collection and the increase in productivity as a result of these experiences, a pilot system design project was formulated to transform and manage existing judicial units into specialized 100% Digital micro-regions, with the objectives of promoting greater efficiency in the execution of services, cost reduction and better division of the workload between the judicial courts. Taking the subdivision of the State into micro-regions, it was designed to transfer tax executions (federal, state and municipal) in progress in the districts of Itabirito, Mariana and Nova Lima, with the largest collection and lowest judgment rate, to the 1st and 2nd Courts Civil Courts in Ouro Preto, with a smaller collection and higher judgment rate, with the absorption of this new competence through the adoption of the "100% Digital Judgment". The research was carried out by studying data from courts of the first instance of the Minas Gerais judiciary, normative analysis and bibliographical survey, in the search for understanding the computerization of the judicial process, with the review of the concepts of "judgment index", "systems design" , "specialization" and "innovation". When debated with judges from the 1st. Vice-Presidency, it was realized that the designed system needs to be reformulated with the consideration of relevant aspects, for which implementation, new research will be necessary on how to measure the effective improvement of judicial provision; what qualitative data related to tax foreclosures must be observed and how they must be observed to reformulate the proposed design; what other data should be taken into account; what the state of the art is regarding excessive litigation by the Executive Branch in relation to tax foreclosures; whether alternative measures have already been tested to resolve tax foreclosures, such as conciliation, transaction and interinstitutional and judicial cooperation; what would be the impacts of changing the state judicial organization on proposals such as the one outlined, with the examination of variables related to the better distribution of the workforce; the way to evaluate the effects of the pilot after its implementation and the indicators to be used to measure them. It is concluded that the purpose of producing this Course Completion Work was fully achieved, that is, the production of knowledge organized with a scientific basis and that despite designing a system, whose reformulation depends on new stages of studies, these could only be thought of in resulting from the solution initially proposed based on the digitization of 100% Digital microregions.
