Abstract: Questions related to identity, place attachment and belonging are being put under reconsideration in the context of a globalised world and are elements being increasingly considered by cultural policies. In this article we will analyse two examples of cultural events organized by Lille (France) and Belo Horizonte (Brazil), leading-cities in the Agenda 21 for Culture (UNESCO), where cultural manifestations are being used as factors of social and territorial integration, constituting as bridges to cross politically demarcated borders. Those events are playing a key-role in democratising the local community access to culture (both in the production and consume ends) and promoting tourism.
