Abstract: | Com o desenvolvimento das legislações de transparência pública no Brasil, o debate da abertura de informações governamentais se tornou alvo de estudos acadêmicos nos últimos anos. A presente pesquisa ressalta uma nova faceta nessa discussão a partir de um movimento que surge diretamente da esfera civil: as iniciativas digitais de monitoramento que utilizam dessas mesmas leis para vigiar seus governantes. Nesse sentido, a observação está na forma que essas iniciativas revelam falhas governamentais e como, consequentemente, elas exibem vulnerabilidades dos públicos neste cenário. O objetivo geral foi delimitado em analisar iniciativas de vigilância civil que elaboram projetos ligados à transparência pública, compreendendo suas atuações e práticas discursivas. Dessa forma, foram debatidas as principais teorias da literatura brasileira e internacional que evidenciam lógicas da transparência governamental e sua relação prática no monitoramento elaborado pelos públicos. Por fim, foi desenvolvida uma análise empírica tridimensional que ressalta as práticas da vigilância civil no dia a dia, contrastando seus formatos, propósitos e abordagens que demonstram vulnerabilidades, potencialidades e problemáticas correntes da transparência pública. Os principais resultados apontam para a construção de um ethos discursivo semelhante nas quatro iniciativas selecionadas, incluindo denúncias que se concentram majoritariamente na dificuldade de aplicação das legislações e na elaboração de ferramentas que possam superar os obstáculos durante o acesso às informações públicas. |
Abstract: | The development of public transparency legislation in Brazil turned the debate on opening government information into a target of academic studies in the past few years. This research highlights a new facet in this discussion based on a movement that arises directly from the civil sphere: digital monitoring initiatives that use these same laws to watch their governments. In this sense, the observation of this study is in how these initiatives reveal government failures, and how, consequently, they display public vulnerabilities in this scenario. The general objective was to analyze civil surveillance initiatives that develop projects linked to public transparency, understanding their actions and discursive practices. First, the main theories from Brazilian and international literature that highlight the logic of government transparency and its practical relationship with monitoring carried out by the public were debated. Finally, a threedimensional empirical analysis was developed that highlights the practices of civil surveillance daily, contrasting its formats, purposes, and approaches that demonstrate vulnerabilities, potentialities, and problematic currents of public transparency. The main results point to the construction of a resembling discursive ethos in the four selected initiatives, including complaints that focus mainly on the difficulty of applying legislation and the development of tools that can overcome obstacles when accessing public information. |
