Guarda municipal e controle social : realidade e paradigmas

Abstract

To lecture about the Home Guard, public security corporation, present in municipal public administration and with constitutional foundation, provides to its creation by all municipalities. Since the new Magna Carta 1988, little had on municipal guard, but with the social changes that will have hatched since the 80s, where a significant portion of the population concentrated in large cities, especially those with more than 100,000 inhabitants the need for public policies, urbanization and infrastructure became necessary. The came slums and drugs these escalating violence which affects everyone, including those who seek public services, this bias, the municipalities invested in public safety with the creation of departments and municipal guards, where even the contribution to curb urban violence is shy, but with those who make necessary adjustments, a lot can change in the profile which the Municipal Guard was created, which does not suit the urban reality, where there are deficiencies in preventive policing and it is understood that can be complemented by the Municipal Guard, which has important role in aid other public forces of public security in social control, in search of a harmonious and stable levels of crime and according to our democratic society society and solidarity.
