Autonomia administrativa, financeira e orçamentária: construindo um modelo de gestão estratégica

Abstract

The investment of a new model of management in consonance with the advance that demarcate the organizacional world and the content of what is researched, makes it essential for the Center of Personal Formation for health services of Rio Grande do Norte - CEFOPE/RN, considering the specificities of professional education in health. The objective of this essay is to propose strategies for the reestablishment administrative autonomy and implement the financial and budgetary autonomy at CEFOPE/RN related to the institutional strategies. This proposal suggests the incorporation of legal modalities that allow providing mechanisms that make decision-making process more quickly and efficiently. It is also possible to create financial and budgetary autonomy in the school, assigning the category of Budgetary and Financial Unity, understanding that whatever the alternative, the school willbe subordinated or linked to the State Public Health Secretary. The debate that arises by this work points out the necessity and importance of adopting a managerial model that enables not only to backup the decision-making, but also to respond to the Technical Schools of theNational Health System ETSUS demands, in the present moment, changing between challenges and hopes. To give theoretical support to this work, the reflection and the dialogue with the literature enriched ever more the construction of this proposal, bringing conceptionsof several researched writers that illustrate the importance of adopting certain managerial techniques. This debate also characterizes the role of ETSUS/RN and lists current challenges for an effective performance in an even more uncertain and complex scenario. To conclude, this work suggests viable actions, involving actores and partners, in a moviment that defends an autonomous school, with values centered in ethics, citizenship, and social inclusion.
