Abstract: | Os Hospitais de Pequeno Porte (HPP) representam mais da metade dos hospitais do Sistema Único de Saúde distribuídos pelo país, segundo dados do Cadastro Nacional de Estabelecimentos de Saúde (CNES). Embora representativos e ocupando a agenda de gestores em busca de estratégias para a sua viabilidade assistencial e financeira, enfrentam resistências considerando os requisitos de escopo e escala apontados pela literatura. Fatores como a baixa resolubilidade e qualidade cuidados prestados e sua ineficiência têm como contraponto o direito ao acesso à saúde e a representação sociológica desses hospitais para usuários, gestores e outros atores. Esses temas compõem a discussão sobre o caráter de problema ou solução atribuído a este segmento de hospitais. Com base em um estudo de amplitude nacional, o objetivo desta tese foi analisar todos os HPP localizados em Minas Gerais, considerando o período de uma década. Em um estudo quantitativo baseado nas dimensões, atribuições e desempenho dos Hospitais de Pequeno Porte (HPP) na Rede de Atenção à Saúde (RAS), as conclusões apontam para a necessidade de buscar alternativas à sua sustentabilidade corno hospitais ou redefinição de missão, indicando estratégias que definam seu lugar nas Políticas Estaduais e Nacional de Atenção Hospitalar do Sistema Único de Saúde |
Abstract: | Small-sized hospitals (I-IPP) represent more than half of the hospitals of the Unified Health System distributed throughout the country, according to data from the National Registry of Health Establishments (CNES). Although representative and occupying the agenda of managers in search of strategies for their financial and assistance viability, they face resistance considering the requirements of scope and scale pointed out in the literature. Factors such as the low resolubility and quality of care provided and their inefficiency have as counterpoint the right to access to health and the sociological representation of these hospitals for users, managers and other actors. These themes compose the discussion about the character of problem or solution attributed to this segment of hospitals. Based on a national amplitude study, the aim of this thesis was to analyze the cut-off for all Small-sized Hospitals (HPP) located in Minas Gerais during a decade. In a quantitative study based on the dimensions, attributions and performance of the Small-sized Hospitals (HPP) in the Health Care Network (RAS), the conclusions point to the need to seek alternatives to its sustainability, such as hospitals or redefinition of mission.
