| Title: | A regulação das políticas educacionais em Minas Gerais e a obrigação de resultados: o desafio da inspeção escolar |

| Abstract: | Esta tese busca compreender o papel da Inspeção Escolar na regulação das políticas educacionais, em Minas Gerais, que se desenvolvem sob o enfoque da obrigação de resultados. A Inspeção Escolar é uma função de verificação da conformidade à prescriçãolegal e de vigilância do funcionamento das escolas. Essa natureza, em princípio, parece distanciá-la das medidas em vigor no sistema educacional da Rede Estadual de Ensino em Minas Gerais, que preveem ampliação da flexibilidade na execução dos processos e autonomia escolar, proporcionais aos resultados das escolas no Sistema de Avaliação da Educação Pública SIMAVE. A política educacional se desenvolve no Estado, por meio do Acordo de Resultados, instrumento de pactuação de resultados, no contexto do programa de governo Choque de Gestão. Com base em referencial teórico sobre o tema da regulação educacional, são analisadas as medidas previstas da área da educação em Minas Gerais, buscando compreender o papel da inspeção escolar na política de resultados, em Minas Gerais, e a sua compatibilidade com as medidas vigentes, na regulação das políticas educacionais. A questão em análise, portanto, refere-se ao provável desacordo entre a natureza desta função com as medidas empreendidas pelo governo estadual na educação. A atuação da inspeção escolar em Minas Gerais é marcada pelo exercício de funções relacionadas ao controle normativo das escolas. Esta forma de atuação pode estar em discordância com as medidas vigentes no sistema educacional da Rede Estadual de Ensino em Minas Gerais, quedefinem maior responsabilização das escolas e professores pelos resultados escolares. Propõese analisar a relação entre as intervenções propostas na área educacional, as suas justificativas (corte de despesas, caráter mais técnico e racional da gestão pública) e os seus reflexos sobre a Inspeção Escolar, no contexto das mudanças atuais, bem como as interações sociais que ocorrem em relação às medidas. Nesta pesquisa foi empregada uma perspectiva teóricometodológicaque buscou descrever e analisar a regulação educacional, sob o enfoque de resultados, as diversas fontes de informação, a produção das regras e injunções e também as estratégias e ações dos inspetores escolares. Abrangeu levantamento documental e a realização de trabalho em campo, com acompanhamento das atividades da Inspeção Escolar, observação in loco nos Núcleos de Inspeção, entrevistas e aplicação de questionários. O universo da pesquisa é representado pelas três Superintendências Regionais de Ensino de Belo Horizonte. Seus resultados indicaram uma perspectiva de regulação educacional linear e hierárquica, em que as medidas políticas são decididas sem a participação dos envolvidos. Revelaram uma situação de descontentamento da Inspeção Escolar com a sua situaçãoprofissional, falta de reconhecimento profissional em relação à condução das políticas atuais, do governo, e distanciamento da decisão política. Foi também constatada uma predisposição favorável à mudança, por parte dos inspetores, no sentido do obter o fortalecimento da função. O desafio da ampliação na participação social dos atores envolvidos fica na dependência de uma outra perspectiva de governo, um outro modo de regulação, que preveja processos mais horizontais na condução das políticas educacionais. |
| Abstract: | This dissertation aims at understanding the role of school inspection in the regulation of educational policies in Minas Gerais, which are developed from the standpoint of the obligation of outcomes. The issue in question refers to the disagreement between the nature of this function and the measures undertaken by the state government in education. The school inspection is a function of monitoring compliance to the legal prescription of schools operation. This nature, in principle, seems to distance it from the existing measures in the educational system in State Schools in Minas Gerais, which provide more flexibility in the implementation of processes, more school autonomy, and focus on the outcomes of schools in the Evaluation of Public Education System - SIMAVE. Based on theoretical references in education on the subject of regulation, the measures expected in this area are analyzed, in thecontext of the government program "Management Shock", of the Minas Gerais State. This program predicts greater school and teachers accountability on the relation between those interventions proposed in education, their reasons (cost-cutting, more technical and rational public administration) and their impact on the School Inspection in the context of current changes, as well as social interactions that occur in relation to the measures. This research used a theoretical and methodological perspective that sought to describe and analyze the educational regulation, the various sources of information, the production of rules andinjunctions and also the strategies and actions of school inspectors. It is based on fieldwork in the practices of the school inspection function, on the on-site observation, in the core of inspection, in interviews and questionnaires. The research is represented by the three regional superintendents for Education in Belo Horizonte. Their results showed a discontent in school inspection with their labor situation, lack of professional recognition for the conduct of current policy, by the government, and distance from political decision. It revealed difficult working conditions and professional training. It was also observed a favorable disposition to change, by the inspectors in order to obtain the strengthening of the role. The expectation of greater participation by the school inspection is the responsibility of government to another perspective, another way of regulation, which provides more horizontal processes in the conduct of educational policies. |
