Lazer, meio ambiente e a (in)sustentabilidade: o caso da área de proteção ambiental do Tinguá - Baixada Fluminense, RJ

Abstract

The region Tinguá receives a seasonal flow of visitors motivated by the realization of leisure practices. Currently, leisure and tourism are developed within private properties, called ranches or farms leisure, located in an Environmental Protection Area (APA) of municipal management - APA Tinguá. In2002, the executive power of the municipality of Nova Iguaçu created this conservation unit (CU) for sustainable use in order to reconcile environmental conservation to social uses of that territory. This paper aims to discuss the discourses of groupsengaged in leisure practices and environmental conservation in the Environmental Protection Area Tinguá. To reach the goal, articulated the literature review with a field survey of the exploratory type. The interview was one of the procedures used for the purpose of data collection, performed with 10 (ten) social actors engaged directly in managing the use and conservation of this protected area. For analysis and interpretation we used the following categories: understanding the social actors on the development of leisure practices and conservation in APA Tinguá; understanding of the actors on the process of creation and functioning of UC, and understanding of respondents about the use sustainable this protected area. I note that the possible role of government in managing the leisure and tourism in the region of Tinguá tends to generate a tourism development qualified as "disorganized" by local stakeholders. The APA Tinguá not have a management plan, the Council manager is disjointed, and eventual operation. Thus, some interviewees say, APA Tinguá exists only"on paper", in the form of a decree establishing. Despite these findings, we note that the APA category could be an important tool for participatory and sustainablemanagement of this territory, assisting in planning and promoting recreation and tourism.
