Análise da legislação municipal relacionada ao gerenciamento integrado de resíduos sólidos urbanos em municípios da Região Metropolitana de Belo Horizonte

Abstract

Issues in many levels have been redirecting managers decision making concerning the management of urban solid waste, and it is up to the public sector the improvement of tools that aim at modifying the behavior of several social actors involved in the matter. Among these tools we can mention the legal aspect, in which actions are formalized and monitored. The legislation concerning solid waste is a very important tool for management policies, whether at national, state or municipal level. Hence, solid waste represents a relevant subject for discussion and investigation by governments. The participation of the population and of institutions linked to municipal, state and national governments is prerrogative of the GIRSU (Gerenciamento Integrado de Resíduos Sólidos Urbanos Integrated Management of Urban Solid Waste). In such context, the investigation of environmental legislation of the towns ofthe RMBH (Região Metropolitana de Belo Horizonte Belo Horizonte Metropolitan Area) allows portraying the construction of public policies focused at establishing norms and patterns aiming the participative management of urban solid waste. The analyses of the data provides a context for the evaluation of the general situation of GIRSU in each town. This work aims at analysing the legislations related to the integrated management of urban solid waste in some towns RMBH and their interface with the subject, offering support to the local authorities to improve this management. The analyses of the legislation in the RMBH,acquired through contact with the towns, shows that, in spite of its deficiencies, it is not a bad one. Data raised by this research show some of the laws details and aspects that collaborate to the management of solid waste. However, there is still a number of old legislations that donot cover important issues, such as the initiatives of minimization and solid waste recycling. It is noticeable, especially with the institution of state and national solid waste policies, that there is a large need of reformulation of the laws.
