O Programa Nacional Biblioteca da Escola ­ PNBE: conhecimento, circulação e uso sem um município de Minas Gerais

Abstract

This research is based on the studies of public policies for the distribution of books in Brazil, and elects the National School Library Program (PNBE) as its main focus of observation. The study describes and investigates the implementation of this program in the local schools within the Municipal School System in the city of Lagoa Santa / MG. The main objective of this research was to determine how the public school system interacts with PNBE, taking into consideration that the goal of the public school system is to integrate its activities, training of its professionals and the appreciation of books and reading in order to elucidate pathways to best execute these public policies from a national perspective. Two basic categories were identified, allowing the analysis of the data, naming: the knowledge of school professionals regarding the public policies; and the strategies of circulation and use of the literary works in schools. Studies on educational public policies were used as theoretical references, as well as studies on circulation of books, studies on reading, literature, education and training on literature, and training of literary readers. This research of qualitative nature took into consideration national exploratory initiatives and initiatives of the local school system were the research took place; which was done through observations and interviews with different professionals within the school system. It was concluded that PNBE policies were found satisfactory as an integral part of school activities that aimed to train literary readers, in spite of some of the difficulties encountered, such as the interpretation of the information received on how to implement the program sent by MEC (Ministry of Education), or how local districts look into address the lack of infrastructure of school libraries. This effectiveness can be seen based in the interests of professionals working in the school system, especially of members of its Group for Literacy, who act in different areas that pass through this policy. Therefore, the following highlights some of the pillars to effectively implement the policy in the school system were the research took place: re-structuring of the school library areas; strategies for publicizing works received; training of teachers who work in libraries; planning and monitoring of activities performed by the schools and by the management teams of the Group for Literacy and of the Municipal School District; and the use of literary work and of the library as an integral part of an entire project that governs the educational activities of the municipality viewing quality education that guarantees the right to reading and writing for public school students.
