| Abstract: | O objetivo deste trabalho é investigar a dinâmica de execução dos serviços socioassistenciais de proteção básica nos municípios brasileiros a partir de uma análise sob a perspectiva da burocracia que os executa e de sua demanda potencial. Buscou-se identificar em que medida a execução destes serviços é função da configuração e capacidade de trabalho de quem os executa ou da expressão de demanda de quem os recebe ou tem potencial para receber. A hipótese weberiana clássica afirma que a maior capacidade da burocracia implementadora, em termos de formalização e qualificação, leva a maiores e melhores resultados em termos de execução de serviços públicos. Entretanto, com base nas discussões acerca das burocracias de nível de rua e seu poder de influenciar nos resultados das políticas públicas pelo exercício de sua discricionariedade, argumenta-se aqui que a demanda potencial processada por estas burocracias é um fator de impulso para a execução dos serviços. Realizou-se, portanto, um estudo de caso dos serviços socioassistenciais no Brasil com o objetivo de investigar as interações entre a execução dos serviços, as configurações da burocracia de nível de rua da assistência social e as expressões da demanda potencial por tais serviços. Os principais resultados sugerem que a demanda potencial, de fato, determina mais a execução dos serviços do que a qualificação, formalização e estabilidade da burocracia. Isso leva a conclusão de que, para além da capacidade de trabalho, em se tratando de burocracias que lidam diretamente com os cidadãos, é necessário olhar para fatores que refletem as interações com a demanda potencial pelos serviços públicos - como a discricionariedade. |
| Abstract: | The aim of this study is to investigate the dynamics of the execution of social assistance services of basic protection in the Brazilian municipalities analyzing from the perspective of the bureaucracy that executes them and their potential demand. The aim was to identify the extent to which the execution of these services is a function of the configuration and work capacity of those who execute them or of the demand expression of those who receive or have the potential to receive them. The classic Weberian hypothesis states that the greater capacity of the implementing bureaucracy, in terms of formalization and qualification, leads to greater and better results in terms of the execution of public services. However, based on discussions about street-level bureaucracies and their power to influence public policy outcomes by exercising their discretion, it is argued here that the potential demand processed by these bureaucracies is an impulse factor for the implementation of services. A case study of these social assistance services in Brazil was carried out in order to investigate the interactions between the execution of the services, the social-street-level bureaucracy configurations and the expressions of the potential demand for these services. The main results suggest that the potential demand, in fact, determines more the execution of the services than the qualification, formalization and stability of the bureaucracy. This leads to the conclusion that, in addition to working capacity, in dealing with bureaucracies that work directly with citizens, it is necessary to look at factors that reflect interactions with potential demand for public services - such as discretion. |
