Implementação de políticas públicas no nível subnacional: o Programa de Intervenção Pedagógica em Minas Gerais

Abstract

The purpose of this master thesis is to analyse the implementation of the Programa de Intervenção Pedagógica Alfabetização no Tempo Certo (PIP), a state program that was put into place by the government of Minas Gerais in 2007. Recognizing that the comprehension of the factors that help to explain results achieved by a particular policy is within the field of public policies implementation, the objective of this thesis is to depict the impact of different variables in explaining the results achieved by PIP. It is noteworthy that PIP is a public policy of shared management between the central office of the State Secretariat of Education (SEE), the Regional Superintendencies of Education (SRE) - regional offices - and schools - local units -. Taking it into account, this researchs focus is upon the regional offices, aiming to understand to what extent the SRE contribute to the results accomplished, whether such results vary between SRE and which features can be thought as responsible for such variations. Since the regional offices duties are not only to follow guidance of the central office, but also to coordinate the implementation of the PIP in schools, various theoretical approaches from implementation studies were used to reach an analytical framework able to support the assumptions, explanations and conclusions developed in this study.
