| Resumen: | O apoio comunitário constitui função institucional do Ministério Público, a qual deve ser exercida para defesa de direitos humanos, priorizando-se a atuação resolutiva da Instituição, conforme seu perfil político-institucional consagrado pela Constituição da República Federativa do Brasil de 1988. Nesse sentido, no âmbito do Ministério Público do Estado de Minas Gerais, o apoio comunitário, atribuição dos órgãos de execução de defesa e promoção dos direitos humanos, é exercido prioritariamente por meio de tutela jurídica coletiva e medidas extrajudiciais e está relacionado, principalmente, aos direitos sociais. Nesse contexto, a pesquisa da qual é fruto este trabalho buscou investigar o exercício resolutivo da atribuição de apoio comunitário no âmbito do Ministério Público do Estado de Minas Gerais, buscando identificar dificuldades e limitações e discuti-las à luz do referencial teórico da psicologia social comunitária. A investigação empírica e qualitativa deu-se a partir de um estudo de caso de um programa coordenado por esta instituição em parceria com a Cáritas Brasileira Regional Minas Gerais, o qual é voltado ao exercício resolutivo da atribuição de apoio comunitário no que se refere a conflitos coletivos urbanos. O processo de construção e análise comparativa dos dados foi orientado pela perspectiva teórica interacionista simbólica da Teoria Fundamentada nos Dados, de Kathy Charmaz. Os dados foram construídos por meio de observação-participante em âmbito comunitário e institucional, entrevistas intensivas com membros das comunidades participantes deste programa e grupo focal com integrantes da equipe técnica responsável por sua operacionalização. O tratamento qualitativo dos dados (codificação, categorização e teorização) foi realizado com suporte do software Atlas.ti (versão sete). A investigação resultou na elaboração de três categorias teóricas, quais sejam, Sofrendo efeitos do imaginário social-comunitário, Correndo os riscos de uma volatilidade potencial e multifacetada e Lidando com a ambivalência da participação de lideranças comunitárias. A partir da reflexão a respeito de proposições teóricas constituintes destas três categorias à luz da psicologia social comunitária, a pesquisa apresenta subsídios à superação de dificuldades e limitações que atravessam o exercício resolutivo da atribuição de apoio comunitário. A pesquisa pode contribuir, portanto, ao aprimoramento desta atribuição a partir de uma perspectiva emancipatória e ao fortalecimento da atuação institucional resolutiva |
| Abstract: | Community support is an institutional function of the Public Prosecutor's Office, which must be exercised to defend human rights, prioritizing the institution's resolutive action, according to its political-institutional profile enshrined in the 1998s Constitution of the Federative Republic of Brazil. In this regard, within the scope of the Public Prosecutor's Office of the State of Minas Gerais, the community support, attribution of organs for the execution of defence and promotion of human rights, is exercised primarily through collective legal protection and extrajudicial measures and is mainly related to social rights. In this context, the research that is the fruit of this study sought to investigate the resolving exercise of the granting of community support within the Public Ministry of the State of Minas Gerais, seeking to identify difficulties and limitations and discussing them from the theoretical framework of Community Social Psychology. The research empirical and qualitative was based on a case study of a program coordinated by the Public Ministry of the State of Minas Gerais in partnership with Cáritas Brasileira Regional of Minas Gerais, which is focused on the resolution of collective conflicts from the resolving exercise of the allocation of Community support. The process of construction and comparative analysis of the data was guided by the theoretical interactionist theoretical perspective of the GroundedTheory, by Kathy Charmaz. The data were constructed through participant-observation at community and institutional level, intensive interviews with members of the communities participating in this program, and a focus group with members of the technical team responsible for its operationalization. As support for the qualitative treatment of the data (codification, categorization and theorization), the software Atlas.ti (version seven) was used. The research resulted in the elaboration of three theoretical categories, namely "Suffering effects of the social-community imaginary", "Taking the risks of potential and multifaceted volatility" and "Dealing with the ambivalence of participation of community leaders". From the reflection on the theoretical propositions constituent of these three categories from the reference of Community Social Psychology, the research presents subsidies to overcome difficulties and limitations that cross the resolutive exercise of the attribution of community support. It is expected, therefore, that the research contributes to the improvement of this attribution from an emancipatory perspective and to the strengthening of the institutional action resolution |
