Conformação de regime de informação: a experiência do arranjo produtivo local de eletrônica de Santa Rita do Sapucaí - MG

Abstract

Local productive systems have been understood as a central point in a new sustained regional development model, because they present themselves as a privileged place for the study and analysis of different forms of informational interactions between local actors that involve the knowledge creation and sharing. The approach of APL, from thestandpoint of public policy, implies the need to focus the analysis on the local level and then relocate it at the national level to implement enabling policies, aimed at the generation and dissemination of knowledge and conformation environments of innovation and collective learning. The research aimed to propose a general analytical framework to support theconfiguration of information regimes directed to processes of innovation located in a local productive system. The use of the concept of information regime has limitations that portray the existing methodological challenge to establish the scope, outline and constraints. To describe the establishment of an information regime, a case study was realized in the Eletronic Valley, a local productive system of electronic products, located in Santa Rita de Sapucaí - Minas Gerais, one of the main Brazilian technological development centers, which presents more than one hundred companies. Have been realized: semi-structured interviews with different actors of the local productive system; visits to companies, incubators and local educational institutions, technology fairs; participation in meetings and document analysis. The results indicate the validity of the categories used for describing the process ofestablishing an information regime: the social and cultural framework in the territory, the interaction between local actors, which shows different forms of exchange and sharing of information and knowledge, the set of services, resources and informational channels that were created, the existence of rules, standards, policies and actions related to the artifactbeing considered (electronics).From the analytical categories used was possible to define a theoretical framework for analysis of the information regime in the specific scenario of innovation in local productive systems, named local information regime, which can be extended to other contexts and contribute to the construction of an information policy that provides support other public policies.
