Gestão intergovernamental da política de recursos hídricos: estudo de caso da dinâmica do comitê para integração da Bacia Hidrográfica do Rio Paraíba do Sul - CEIVAP

Abstract

It is internationally recognized the worry of the formulaters and the public politics managers with the politics subsystem of hydric resources. The understanding of water as a terminable and non-renewable resource rouses apprehension and demands immediate actions of the State and authorities in order to preserve the available hydric resources. Considering the established standards of the western world and focusing on the Brazilian situation, in which the Constitution of 1988 has strengthened the federative pact, the hydrografic basin basic unit of water management according to the new national system of hydric resources managements- has been changed into arenas where the relationship among the three governmental spheres emerge, pointing to intergovernmental management models, based on negociation and intense social participation. This dissertation deals with the study of intergovernmental relationship, intergovernmental management and their effects on the hydrografic basin of Paraiba do Sul River, which is considered a federal basin since its area is located on more than one state: Minas Gerais, Rio de Janeiro and São Paulo. The Committee for the Integration of the Paraiba do Sul Basin CEIVAP, since itsreformulation in 1996 has faced countless challenges to its establishement process and to the execution of its institutional role as well. Some of this obstacles need special attention, among them the establishement of management according to the Lei das Águas (Water Law) and the organization of its water agency. Both of them faces obstacles: the conflicts caused by the sectorial interests and the intergovernmental relationship concerning to the Committee. This is the proposed subject of this paper work, having as the main set the Committee for the Integration of the Paraiba do Sul Basin, the CEIVAP.
