Arranjos produtivos locais na dinâmica global contemporânea

Abstract

The article is a defense of the convenience of using Local Productive Arrangements as the focus of a development strategy for the intensification of innovations. For this, it fulfills two objectives, one theoretical and the other normative. The first one, which consists in presenting a reflection on neoschumpeterian foundations of the APL conception, was fulfilled emphasizing the systemic conception of innovation that sustains the perspective of APL and also by the construction of an analogy between the routines that define the firm and the behavior of the agents in the APLs. The second objective is to suggest meaning to public policies capable of encouraging the use of windows of opportunity opened by the current evolutionary / Neoschumpeterian productive-technological context. The relevant Neoschumpeterian context is presented and the result is a set of policy directives, aimed at overcoming locational externalities to technological diffusion.
