Parceria público privada na educação infantil em Belo Horizonte

Abstract

This study aims to understand the scenario of early childhood education in the city of Belo Horizonte that would have led its leaders in 2011 to opt for the first Public Private Partnership registered in the area of education in Brazil. Based on the objectives stated by the governors of the time, we analyzed the construction and operation of the first 32 Municipal Infant Education Units built in this model between 2013 and 2015 in order to understand if such enterprises can in fact be considered efficient, effective or effective, such as and this was the research problem. Since Belo Horizonte was an innovative case, the general objective was to identify the key elements for the implementation of PPPs in the municipal context of early childhood education in Belo Horizonte. The specific objectives will be: a) to demonstrate why Belo Horizonte has chosen for this type of contracting; b) analyze the attendance of children's education before and after the PPP. In order to answer these questions, the methodology used was exploratory documentary research in addition to semi structured interviews with managers and users of the PPP units of the children's education of Belo Horizonte. With the above, it is possible to conclude that at the time of the implantation of the model, its objectives were: the need to meet the great demand for attendance to early childhood education in the city of Belo Horizonte; the expectation of greater speed in the construction of schools; and the release of teachers for pedagogical tasks.
