Resumo
O objetivo do artigo é mostrar a evolução das relações de trabalho na formação histórico-econômica do Paraguai. Para tanto,
empreende-se uma análise integrada dos principais fatos políticos, sociais e econômicos do país em três períodos: o período
colonial, o independente e o pós-Guerra da Tríplice Aliança. Admite-se que as diferentes concepções sociais, econômicas e políticas
que se foram produzindo, como características genuínas das diferentes épocas, cristalizaram-se em sistemas e modalidades
distintas de relações de trabalho. A análise parte de uma ampla revisão bibliográfica, a partir da qual o tema é historicamente
contextualizado. As considerações finais apontam que as relações de trabalho no Paraguai foram moldadas em grande parte
sob a influência de pressões externas, seja no sistema de encomienda empregado pela Coroa, nas relações de semisservidão exploradas pelo Estado, ou no sistema de servidão por dívidas, explorado pelos capitais privados nacionais e estrangeiros.
Abstract
The objective of this article is to present the evolution of labor relations in the economic historical formation of Paraguay. Therefore,
it is undertaken an integrated analysis of the main political, social and economic events, of this country in three different periods: the
colonial period; the independency period and the postwar Triple Alliance period. It is analyzed the hypothesis regarding the different
conceptions on social, economic and policies that are undertaken in producing, as genuine characteristics of the different times
studied, and if they are crystallized in the systems and modalities of the national labor relations. The methodological approach was
applied through a wide literature review, from which the objective is historically contextualized. The conclusions of this work suggest
that labor relations in Paraguay have been shaped, largely, under the influence of external determinants, bothin the encomienda
system employed by the Spanish Crown, and in the relationship of semi-serfdom exploited by the State, or by the system of “debt-serfdom”, exploited by the foreign and national private capital.
