Lei de incentivo ao esporte: quais seus objetivos pela visão oficial dos formuladores (agentes políticos)

Abstract

The Sports Incentive Law (SIL) was created as an alternative to finance sports and leisure policies. The article investigated the objectives of the SIL from the point of view of its formulators (political agents).We analyzed the bills and their justifications, in addition to the report of the parliamentary committees and the transcript of the debate in the Congress, trying to understand the intentions existing in its approval. Five keywords emerged from the analysis, which were converted into their potential objectives: 1) promoting sport and leisure for the potential social benefit; 2) minimize the sector's financial scarcity; 3) expand the financial contribution of the private sector; 4) greater speed between the formulation and implementation of policies; 5) increase the number of professional athletes in the country. Based on the definition of LIE objectives, it is possible to verify its impact on society more precisely.
