Resumo
Este artículo discute, a partir de datos de una investigación, Trabajo docente en la educación básica en Pernambuco, realizada en un estado de Brasil, en qué medida los sindicatos han conseguido responder a las expectativas de sus representados ante las nuevas demandas presentadas por la Nueva Gestión Pública (NGP). Se considera que las políticas por resultados traídas por la NGP, que vinculan la remuneración de los profesionales al desempeño de los alumnos, han puesto a prueba la capacidad del sindicato de disputar ideológicamente el local de trabajo. Por medio de los datos obtenidos en la encuesta realizada, se buscó analizar la adhesión de la categoría al sindicato y los motivos que pueden llevar a los trabajadores a sindicalizarse o no. Como resultado, se considera llamativo el hecho de que las nuevas generaciones presentan el menor índice de sindicalización y de participación en las actividades propuestas por el sindicato, coincidiendo con evidencias encontradas en otras realidades nacionales, como demuestra la literatura específica. Por fin, el texto busca interpretar los desafíos encontrados por los sindicatos frente a esa realidad que los interpelan a repensar su repertorio
Abstract
This article discusses, from research data, the work of teachers in basic education in Pernambuco, a state in Brazil, as the unions were able to respond to the expectations of their representatives regarding the new demands presented by the New Public Management (NPM). It considers that the results policies brought by the NGP, which link the remuneration of the professionals with the performance of the students, have put to the test the capacity of the union to dispute ideologically the work place. Based on the data obtained in the research, it seeks to analyze the workers› adhesion to the union and the reasons that may lead workers to unionize or not. As a result, it is important to emphasize that the new generations have the lowest rate of unionization and participation in the activities proposed by the union, coinciding with the evidence found in other national realities, as demonstrated in the specific literature. Finally, the text attempts to interpret the challenges faced by trade unions.
