Resumo
Este trabalho busca analisar a participação do Conselho Nacional de Segurança Alimentar e Nutricional (Consea) no orçamento público. Para tanto, foi realizada uma breve retrospectiva do processo orçamentário no Brasil e das iniciativas para a promoção da participação social no orçamento público da União. Nesse contexto, resgatou-se a história da luta pelo combate à fome e a pobreza e a contribuição dos movimentos sociais para a criação do Consea e seu posicionamento na estrutura do setor público federal. O trabalho identificou o esforço do Colegiado na construção do orçamento de segurança alimentar e nutricional e, a partir do mapeamento do conjunto das suas exposições de motivos endereçadas ao Presidente da República, classificou e analisou as contribuições ao orçamento público, seu teor e a tempestividade das manifestações, considerando o ciclo do processo orçamentário no Executivo e no Legislativo. O estudo mostra a predominância das deliberações do Consea sobre o orçamento do Plano de Safra da Agricultura Familiar e seus principais instrumentos, como o Programa de Aquisição de Alimentos (PAA). Descreve o novo arranjo institucional dado pela criação do Sistema Nacional de Segurança Alimentar e Nutricional e aborda as expectativas sobre a Câmara Interministerial de Segurança Alimentar e Nutricional (Caisan), a construção da Política Nacional de Segurança Alimentar e Nutricional e as perspectivas para o Consea nesse cenário.
Abstract
This paper seeks to analyze the participation of the National Council for Food and Nutrition Security (Consea) in the public budget. To do so, a brief review of the budget process was carried out in Brazil and initiatives to promote social participation in public budget of the
Union. This context, rescued the history of the struggle against hunger and poverty and the contribution of movements for the creation of social Consea and its positioning in the structure of the federal public sector. The study identified the effort of the Board in building
the food and nutritional security and budget, from mapping the set of their explanatory memoranda addressed to the President of the Republic, classified and analyzed the contributions to the public budget, its content and the timing of events, considering the cycle
of the budget process in the Executive and the Legislature. The study shows the predominance of the deliberations on the budget Consea Plan Safra Family Farming and its main instruments, such as the Food Acquisition Program (PAA). Describes the new institutional arrangement given by the creation of the National System for Food and Nutrition Security and discusses expectations about the Interministerial Chamber of Food and Nutritional Security (Caisan), the construction of the National Food and Nutritional Security and the outlook of Consea for this scenario.
