Resumo
O objetivo do estudo foi descrever os benefícios e desafios enfrentados durante a implementação do sistema de gestão de custos hospitalares vinculados ao Projeto OtimizaSUS, na visão dos gestores de hospitais de Minas Gerais participantes da primeira onda. O método
adotado foi o estudo de casos. As técnicas de coleta utilizadas foram a entrevista semiestruturada e análise documental. Participaram do estudo sete hospitais. Utilizou-se a técnica de análise de conteúdo dos dados. Os benefícios foram: aprimorar a implantação da cultura da gestão de custos; promover maior controle dos custos e acompanhamento dos dados; obter informações sobre seus próprios custos; promover uma abordagem mais justa e transparente na remuneração dos serviços prestados pelos hospitais. As dificuldades foram: adaptação ao sistema de apuração de custos (ApuraSUS); adaptação dos centros de custos; adesão compulsória do Sistema ApuraSUS. Os benefícios da adesão ao OtimisaSUS superam os desafios. Ressalta-se a necessidade de monitoramento constante para aprimorar a gestão da saúde pública e a continuidade do projeto.
Abstract
The objective of this study was to describe the benefits and challenges faced during the implementation of the hospital cost management system linked to the OtimizaSUS Project, from the perspective of hospital managers from Minas Gerais participating in the first wave. The method adopted was the cases study. The collection techniques used were semi-structured interviews and document analysis. Seven hospitals participated in the study. The data content analysis technique was used. The benefits were: improving the implementation of the cost
