dc.description.abstractOwing to the fact that public organizations give preference to institutional criteria for obtaining legitimacy , the aim of this study is to understand the influence of institutional components in the configuration and logistics performance of a network of public facilities . This is a quantitative piece of research, descriptive in nature, in which the method of survey research was used , the explanatory type , cross - sectional , complemented by desk research . The unit of analysis of the study in question was the pharmaceutical assistance program: Programa Farmácia de Minas. The units of observation are the institutional pillars present in Programa Farmacia de Minas and the performance of the network logistics used in the distribution of medications in the program. For the treatment and analysis of the data collected , the research used the Structural Equation Modeling , using the technique of exploratory factor analysis and confirmatory factor analysis . The study found that compliance of installations to institutional components of regulative character that deal with the rational use of medicines and optimization of the distribution system significantly affect the performance and the configuration of the installation network used in the distribution of medications . Institutional components of normative character affect neither the logistical performance nor the network configuration . And the institutional components of cognitive character affect the logistical performance as well as the configuration of the network facilities . As there is a causal relationship between the network design and logistics performance, a mediating effect of the network design in the relationship between institutional components and logistic network performance was found . The results presented in the study show the importance of the configuration of installation networks in the distribution and management of public networks as well as the impact of non-economic aspects in logistic performance.

local.description.resumoUma vez que organizações públicas dão preferência a critérios institucionais para obtenção de legitimidade, o objetivo deste estudo é entender a influência de componentes institucionais, sejam de natureza regulativa, normativa e cognitiva na configuração e no desempenho da logística de uma rede de instalações pública. Trata-se de uma pesquisa quantitativa, do tipo descritiva, em que foi utilizado o método de pesquisa survey, do tipo explanatório, corte-transversal, complementado por uma pesquisa documental. A unidade de análise do estudo em questão constitui-se no Programa de Assistência Farmacêutica Farmácia de Minas. As unidades de observação são os pilares institucionais presentes no Programa Farmácia de Minas e o desempenho da logística da rede de instalações utilizada para a distribuição de medicamentos do Programa. Para o tratamento e análise dos dados coletados, a pesquisa utilizou a Modelagem de Equações Estruturais, com o uso da técnica de análise fatorial exploratória e da análise fatorial confirmatória. O estudo constatou que a conformidade das instalações aos componentes institucionais de caráter regulativo, que tratam do uso racional dos medicamentos e da otimização do sistema de distribuição, afeta significativamente o desempenho e a configuração da rede de instalações para a distribuição de medicamentos. Componentes institucionais de caráter normativo não afetam o desempenho da logística e nem a configuração da rede. E os componentes institucionais de caráter cognitivo afetam o desempenho da logística, assim como a configuração da rede de instalações. Como existe um relacionamento causal entre o desenho da rede e o desempenho da logística, foi constatado um efeito mediador do desenho da rede no relacionamento entre componentes institucionais e desempenho da logística da rede. Os resultados apontados na pesquisa demonstram a importância da configuração da rede de instalações na distribuição e gestão de redes públicas, bem como o impacto de aspectos não econômicos no desempenho da logística.
